The Multi-State Lottery Association (MUSL) is a government-benefit, non-profit association that is owned and operated by an agreement between all the members of its lotteries.

The purpose of the MUSL is to facilitate the operation of multi-state lottery games that include Powerball, instant or scratch tickets, video terminal lottery games (slots) and other drawing games between lotteries.

This Association was created in 1987 by seven U.S. lotteries. In February of 1988, the Association launched its first multi-jurisdictional game called Lotto*America.

This game was later re-named and changed to Powerball when the first drawing was on April 22, 1992. Steve Caputo, from the Oregon Lottery, suggested to the MUSL that Powerball utilize two drums to hold both sets of numbers for the drawing. Currently, Powerball is played in 30 U.S. states that include the District of Columbia and the U.S. Virgin Islands. In January of 2009 and October of 2009, Florida and Arkansas joined Powerball. All members of the MUSL offer Powerball, whose double matrix has changed several times to accommodate the addition of new states, such as Florida which is the Associations most populous member.

Games

The MUSL has several games that are offered in member states other than Powerball. These games include Wild Card 2, Hot Lotto, 2by2 (drawing games) and Ca$hola a progressive video lottery game. There are several games that have been retired by the MUSL that include Rolldown, Daily Millions, and the Powerball scratch card, which was tied to a reality game show in California called Powerball: The Game Show. When that game was cancelled, a new show was held from the Venetian in Las Vegas called Powerball Instant Millionaire.

A new game called, Midewest Millionaire, was launched in September of 2007 by the MUSL. This game was the first multi-state scratch game since the Powerball game show series and was released in Iowa and Kansas.

There are three lottery organizations from around the world that are trying to create a world lottery. These groups are the MUSL, Camelot (United Kingdom) and Françoise des Jaux (France).
