Georgia Lottery

The Georgia Lottery has its headquarters in Atlanta and is run by the state government. It has an annual revenue of over billion. The Georgia Lottery Corporation was created oversee the Lottery. Pursuant to statutes, 50% of the proceeds goes to prized, 33% goes to education and the remaining funds are allocated to marketing and operating the lottery.

Georgia is known to be a very conservative state, and a lottery did not come into existence until 1992. At that time, a statewide referendum was approved that would alter Article I, Section II, Paragraph VIII of the Georgia State Constitution. The Georgia Lottery Corporation was then created by the Georgia General Assembly through the Lottery for Education Act (OCGA 50-27), with the approval of Governor Zell Miller. Rebecca Paul ran the Lottery for the first 10 years, she had also run the initial operations of the Florida Lottery. Paul would go on to also start the Tennessee Lottery in 2004.

One of the original Georgia weekly lottery games was Lotto Georgia. This games later merged with two additional games to generate the Lotto South game, which offered larger jackpots to players. The Georgia Lottery has a once daily lottery game known as Fantasy 5, which is similar to Florida's. The Lottery also has several scratch offs, Mega Millions, and twice daily games known as Cash 3 and Cash 4. Win For Life was introduced in February 2006, replacing Lotto South. Win For Life does not offer a cash option that Mega Millions does.

Prior to 1996, the state of Georgia originally was a part of the Multi-State Lottery Association (MUSL), which permitted it to run Powerball within the state. In that year, Georgia began selling The Big Game (now known as Mega Millions) lottery tickets, which resulted in the MUSL forcing the state to leave the association. However, in March 2009, Powerball and Mega Millions were attempting to negotiate the joining of Mega Millions to the MUSL. This would allow Georgia to once again offer Powerball tickets to its residents.

  • Georgia Lottery began selling its first tickets on June 29, 1993. Sales from its first week was over 52 million tickets, which set a record-breaking opening week sales of .80 per capita.
  • The Lottery's first year sales goal were reached in only 5 months, amounting to 3 million. Total revenue from the first year of operation reached .1 billion. The first year capital sales were 4.81, which set a new nationwide record. Florida had the previous record of 8 in 1988. This made the Georgia Lottery the most thriving start up lottery to date.
  • Because of its first year sales, the Georgia Lottery was able to back its start up credit line within only 2 weeks of starting.
  • Within the 15 years that the Georgia Lottery was commenced, it has had overwhelming sales and funds towards education. Total sales have exceeded billion since its inception. Of those monies, billion has been given to the Education Account of the State Treasury.
