Delaware Lottery
The Delaware Lottery is a member of the Multi-State Lottery Association (MUSL) and is run by the state government. The lottery games include Powerball, Hot Lotto, Play 4, Play 3, the video lottery game Ca$hola (Delaware is only 1 of 3 states that offer video lottery).
Delaware is one of very few states that allows sports wagering to be legal (Montana, Oregon and Nevada are the others). The Governor signed a much more lenient law into existence in May of 2009, which altered the old law which restricted this type of betting. Only once was there a period in the 1970's that residents were allowed to wager on the final scores of a National Football League that was available for 1 season.
The Delaware Lottery requires all of its players to have a minimum age of 18 years in order to participate in lottery games. Video lottery and sports betting requires a minimum age of 21 years. Liquor stores that sell lottery tickets also require a minimum age of 21, as that is the state's required age to purchase alcohol.
History of Delaware Lottery
The lottery was created in 1975 by the State Legislature to help fund vital state services. Therefore, 1/3 of the lottery's sale revenue is allocated to the General Fund which supports state services such as public safety, health and social services, education, judicial and corrections services, as well as several youth and family organizations. The Delaware Lottery is a division of the State Department of Finance. The Legislature is responsible for making sure that lottery monies are appropriately allocated to the Fund, with the approval of the Governor. The Fund gets additional funds from franchise taxes, state taxes, public utility taxes, gross receipts taxes and cigarette taxes. The Lottery also supports programs that are created by the Delaware Department of Health and Social Services for gambling addictions.
There are nearly 500 lottery retailers in the state of Delaware. The Lottery offers commission bonuses to those retailers that sell a winning ticket. The Delaware Lottery also provides signage, in-store merchandising and training materials to all retailers as additional sales incentives.
Video Lottery is operated in 3 state racetracks under the supervision of the Delaware Lottery. These devices provide additional revenue. The racetracks include Delaware Park (1995), Dover Downs (1995), and Harrington Raceway (1996). All of the racetracks collectively have 6,581 video lottery terminal (VLT). Delaware Park and Dover Downs have 2,500 VLT's and Harrington has 1,581 VLT's. The most successful VLT-based lotteries are located in Delaware as determined on a net-proceeds-per-machine basis.

- Delaware law establishing the state lottery was signed on May 31, 1974.
- 1975 marked the year that the initial lottery games began.
- In 1978, the first daily numbers games (Play 3) commenced. LOTTO was later added in 1983.
- Delaware joined other states to begin offering the multistate POWERBALL lottery game in 1992.
- In 1995 and 1996, VLT games were introduced at 3 Delaware racetracks.
